3.1 Introduction

The structure of an EIA process as it is practiced today has evolved from and is dictated primarily by the need to accommodate all the key issues discussed in the preceding chapters. Prior to describing the process of EIA, however, it is necessary to understand the basic principles in the management of EIA that ensure its effectiveness.
