Introduction - Subscription Info

Dear Subscriber:

Welcome, you have been subscribed to HDDFLASH!!

HDDFLASH (formerly PHNFLASH) is a bimonthly electronic newsletter and archiving service produced by the Human Development Department (HDD) of the World Bank. We have expanded our service PHNFLASH which covered ISSUEs on population, health and nutrition to include other human development ISSUEs such as education, reproductive health and poverty. The newsletter serves as a bulletin to announce breakthrough technology, new publications, project updates, conference and training information, job vacancies, grant opportunities, and information on other related electronic resources available on the Internet. The archive provides subscribers with on-line access to over 400 documents in English, French and Spanish.

After you subscribe, you will receive HDDFLASH ISSUEs on the first and fifteenth of each month. Please send your comments/suggestions regarding HDDFLASH services to: HDDFLASH@worldbank.org (Bank staff: send an All-in-1 message to HDDFLASH) or contact Vivian Hon at (202)473-3429.

The next section contains useful commands that will enable you to subscribe and retrieve documents from the HDDFLASH archive. Please feel free to forward this message to your colleagues and friends.

Q1: What is PHNFLASH?

Q2: What is PHNFLASH Archive?

Q3: How do I request an Index to review the archived articles?

Q4: How do I request a particular article from the archive?

Q5: What will cause an error in the process of retrieving articles?

Q6: I receive PHNFLASH regularly. However, whenever I try to retrieve archived articles, I receive an error message saying that I am not subscribed to the group. Why?

Q1. WHAT IS PHNFLASH?

PHNFLASH is a weekly newsletter published by the Human Development Department of the World Bank. PHNFLASH is operated through a Listserv, which is often referred to as one of the Internet tools mainly used by electronic mail users.

Q2. WHAT IS PHNFLASH ARCHIVE?

All PHNFLASHs are automatically indexed and archived for electronic access by the subscribers. In addition to the PHNFLASHs, PHNFLASH archive contains a wide range of articles related to population, health, and nutrition.

Q3. HOW DO I REQUEST AN INDEX TO REVIEW THE ARCHIVED ARTICLES?

If you do not know what is available in the archive, request the index by sending a message to: Listserv@tome.worldbank.org

In the text body, type: GET PHNFLASH index

(Note: "index" must be in lower-case letters. Do not include any brackets or periods)
You will receive the index as a regular mail message.

Q4. HOW DO I REQUEST A PARTICULAR ARTICLE FROM THE ARCHIVE?

Locate the file name of the article you wish to retrieve in the Index (see question Q3 on how to retrieve the index). Send a message to: Listserv@tome.worldbank.org

In the text body, type: getPHNFLASH filename
For example, getPHNFLASH hr001

Please type the filename exactly as shown on the Index. You will receive the article as a regular mail message.

Q5. WHAT WILL CAUSE AN ERROR IN THE PROCESS OF RETRIEVING ARTICLES?

[a] Multiple Requests: Listserv can only handle ONE article request per message.

[b] File Name Specified in Incorrect Case: A filename is case sensitive. Most of the archived articles are indexed under the filenames using lower cases. Please use the exact format.

[c] Blank Space in the File Name: Please do not leave any blank space in the file name.

Get PHNFLASH hr 13 <-No

Get PHNFLASH hr13 <-Yes

[d] Periods, Brackets, Parenthesis, or Unspecified Symbols When Typing the Filenames:
hr13. <--No

<hr13> <--No

(hr13) <--No

hr13 <--Yes

[e] Subject Line added to the Filename:

GetPHNFLASH hr13 Poverty in Latin America <-No

GetPHNFLASH hr13 <-Yes

[f] Unnecessary Words added to the Commands:

Please Get PHNFLASH hr13, thank you <--No

Get PHNFLASH hr13 <--Yes

Q6. I RECEIVE PHNFLASH REGULARLY. HOWEVER, WHENEVER I TRY TO RETRIEVE ARCHIVED ARTICLES, I RECEIVE AN ERROR MESSAGE SAYING THAT I AM NOT SUBSCRIBED TO THE GROUP. WHY?

With the fully automated subscription system that is now in place, we have reduced the chance of human error that occurs in the manual subscription process. However, if you were subscribed prior to March, 1994, there is a possibility that your address was subscribed with lower cases instead of capital letters and vice versa. Please send a message to PHNLINK@worldbank.org if you have experienced difficulties with article retrievals.
