International and regional associations of cities and local authorities formed a global coordinating structure, the World Associations of Cities and Local Authorities Coordination (WACLAC) to intensify their global role in promoting sustainable human settlements development and the implementation of the Habitat Agenda. WACLAC established its secretariat in September 1996 and is now working to: promote participatory development policies and gender perspectives; improve transparency and efficiency in the management of regions, metropolises, towns and villages; strengthen direct cooperation among local authorities and between local authorities and the United Nations; and promote representation of local authorities in the United Nations Commission on Human Settlements;
Support the principles of local democracy and plan to disseminate the Habitat Agenda concepts in the civil society, assist in monitoring and reporting development of indicators, formulation of legislation and policy, provide feedback from civil society to other partners and maintain databases to connect skills with community on partner needs.
Promote responsible corporate citizenship; encourage creation of employment and enterprises, adopt progressive environmental practices, create partnerships with other actors of civil society.
Promote the right of women to land and housing, strengthen the exchange of information among womens groups and lobby for special credit schemes for women living in poverty. Members of the Huairou Commission to monitor the implementation of the Habitat Agenda in each of their countries.
Take part in determining solutions and prioritizing issues on access to adequate shelter and address issues such as migration, crime, unemployment and the protection of the environment.
Promote the drafting, revision and updating of legislation and strengthening and reorganization of institutions and administrative structures; and participate in the formulation, implementation and evaluation of public policies at the local, national, regional and global levels.
Promote the roles and rights of workers and their organizations and work towards tapping the potential of the construction industry for economic growth and employment as well as for training workers for housing development, city reconstruction and maintenance, and environmental management activities.
Set up an international task force to identify and implement, at the national and trans-frontier level, an action plan to address issues of concern in the Habitat Agenda.
Contribute to solutions for education, training and capacity-building of local scientific and technical expertise, develop an urban research agenda and establish multi-disciplinary and multi-national research centres to ensure effective dissemination of science and technology information.
Concentrate towards planning practices which use mitigation as an instrument of participatory planning, develop manuals of advanced planning practice documenting new and innovative practices and promote the concept of Cities for All.
Promote and encourage the civic engagement to resolve the urban problems and support the human solidarity and human values. The Forum on Human Solidarity has been incorporated as the Foundation on Human Solidarity thereby creating a legal identity and ensuring continuity of its mandate.

Expansion and protection of employment and work, the promotion of small and medium enterprises, cooperative and other measures designed to optimize the impact of shelter-related investment programmes on employment creation and poverty alleviation;
Preservation and conservation of settlements of historical and cultural value; networking with education and scientific institutions related to human settlements;
Strengthening health services and linking public health to basic urban services, joining in and encouraging inter-agency partnerships;
Supporting the provision of basic urban services, urban environmental improvement and strengthening urban finance; formulation of strategic frameworks to reduce poverty in urban areas of developing countries;
Technical assistance and policy advise on public-private collaboration for increasing private-sector funding for housing and infrastructure;
Linkages between, and impact of urbanization and population growth on, inter alia, climatology, meteorology, operational hydrology and water resources;
Urban industrial productivity, particularly in the areas of infrastructure development, the construction and building sectors;
Monitoring major trends of urbanization and the impact of urban policies in connection with changes in the global economic environment and, especially, the implications of international financial liberalization on housing and urban finance in developing countries;
Environmental assessment, monitoring and evaluation, particularly in the areas of sustainable patterns of consumption and production, transportation and waste management strategies, coastal and freshwater resources, hazardous-waste management and the reduction and phasing out of ozone-depleting substances and the reduction of greenhouse gases;
Coordination of disaster mitigation, disaster relief and post-disaster rehabilitation and reconstruction efforts, and coordination of refugee repatriation and resettlement initiatives;
Linking food aid to the provision of rural and urban infrastructure, particularly after civil conflict, with special emphasis on the role of women;
Promotion of people-centred development through support to thematic, multi-sectoral programmes of national Governments, local authorities, non-governmental organizations and other partners through its network of country offices; support for the mobilization and coordination of donor and domestic resources for capacity-building;
Urban basic services, child protection and defence and promotion of social inclusion and equity;
Urban and rural poverty alleviation and eradication through suitable reproductive health programmes and research into the linkages between population, migration and urban growth and their implication for human settlements;
Dissemination of research methods and tools relevant to urbanization and urban development;
Integrating strategies of the Habitat Agenda with ongoing and future human rights activities; establishing field advisory services and technical assistance;
Stimulating volunteer contributions at all levels in support of vulnerable groups and with a specific view to capacity-building to combat poverty;
Promoting gender equity and equality in areas covered by the Habitat Agenda;
Monitor and support sustainable human-settlements development activities relevant to the specific context of each region. Exercise a coordinating and integrating role in furthering the implementation of the Habitat Agenda through advisory services; strengthening regional networks for the exchange of information and experience; and harmonizing relevant national policies and strategies, particularly those that have critical cross-border impacts.
