AT THE ORGANIZATIONAL and network level, PhilDRRHA used different tools depending on the development stage of a particular institution. For example, strategic planning helped when they were first learning about effectiveness and what they can do best given their historical context. After defining their niche, planning, budgeting, monitoring and evaluation (PBME) helped them look at the efficiency in what they do. A social audit provided them with the best tool for performance assessment in relation to the growing needs of their partner communities and the NGDO's interest for expansion.
