Subject [greenstone-users] Namibia: Short-term Consultancy for Digitization

The Information, Adult and Life Long Learning (IALL) sub-programme under
the Education and Training Sector Improvement Programme (ETSIP)
framework is aiming at re-dressing problems with access to information
and knowledge by Namibian citizens that is critical to any country
transforming into a knowledge-based economy (KBE). The Namibia Library
and Archives Service (NLAS) is planning to start digitization projects
that are specifically aimed at creating local digital content for
education, planning and research thus improving access to
critical/essential local information.

The NLAS is therefore planning to develop digitization guidelines and
run a 10-day technical capacity building workshop with assistance of a
digitization expert that will map strategy on digitization projects. The
digitization workshop should represent a first step in a long-term
program to strengthen NLAS staff capacity to deal competently with
digitization projects and manage electronic content to better serve its

Profile of the Consultant

The consultant should be an International/Regional/National experienced
Information Professional with extensive knowledge of digitization
technologies and international best practices. He/she should meet the
following requirements:

At least a Masters Degree in Library and Information Science or related fields. A Doctorate Degree in Library and Information
Sciences will be an added advantage.

? Extensive knowledge of digital library systems (Greenstone, ETD-db, dspace, etc)

? Understanding of Metadata standards (Dublin Core, etc)

? Knowledge of imaging standards

? Understanding of hardware and software requirements for digitization projects

? Web Interface design and digital imaging practices

? Knowledge of OAI standard

? Understanding of digitization standards

? Demonstrated knowledge of library preservation issues and experience handling rare and fragile materials; and

? Familiarity of intellectual property issues in a library/archive environment

? Knowledge of digitization subjects mentioned above

? Should be experienced in consultancy work and should possess excellent interpersonal, communication and presentation skills and teaching experience
