I was able to add .flv video files to a collection using Greenstone
2.83 on Windows 7 by using the Unknownplugin and going through the
following steps:

1. Under the Design Panel --> Document Plugins, add the UnknownPlugin
2. When configuring the plugin go to the BasePlugin section and enable
process_exp
3 Enter "(?i).flv$" there (without the quotes)
4 Rebuild your collection.
