Currently (for me) cgiarg in the collect.cfg doesn't work at all. I am
not sure how you got all the colletions to change languages.

Anyway, you can use the receptionist option in the collect.cfg file, e.g.

receptionist "?a=p&p=about&c=demo&l=fr"

Check the original link to the collection from the homepage to make sure
you get all the necessary arguments, and then add/change the l arg.
