I can think of two ways to do this, not sure if either will work properly.

1. Using GLI, start a new collection, and add your MODS metadata set to
it (and not dublin core).

Drag the files into it from the old collection that uses dublin core
metadata (from Documents in greenstone collections).
It should ask you how to import the old dc metadata - you will map
(merge) it to mods elements.

Then the new collection will use the mods metadata.

2. Manually using xslt. Work on either the archive files or the metadata
files in the import directory. Write an xslt to convert the dc format to
mods format, and convert the files manually.
