This is done by a setting called "collectionextra" in the collection's
collect.cfg file.

For greenstone v2.62 and earlier, you would do something like

collectionmeta collectionextra "<p>html text describing collection</p>"
collectionmeta collectionextra [l=fr] "<p>text in French</p>"

For greenstone v2.63 and later, you can do that to set it as collection
metadata, or you can instead use the newer:

collectionmacro collectionextra "<p>html text describing collection</p>"
collectionmacro collectionextra [l=fr] "<p>text in French</p>"

The advantage of setting it as a macro instead of as metadata is that any
changes to the config file will be reflected immediately; with metadata,
it is only stored/updated when the collection is built.
