That means that apache isn't running the executable, but serving it up as
a plain file.
You are probably missing an apache config directive to tell it to run
programs in that directory. In your virtual host in the appropriate
apache config file, add something like:

ScriptAlias /greenstone/cgi-bin/ /usr/real/path/to/gsdl/cgi-bin/
