Is this really true? I don't create my own archives files, but
have my own plugin that imports our Dublin Core records into
Greenstone and typically there is just metadata and the archives
files contain:

<Content>
</Content>

I have other problems (the main one is *very* long build times),
so I'm just wondering what the affect of the empty Content is?
