I'm not aware of any mechanism for changing the case of macro output.
Regarding the About page macro, I can't even see where this macro
is used; I can't find it's output in my html source. Is this a case of
editing the wrong macro? Have you tried changing the text to something
like "This is a test" to see what happens? That might give you some
insite into what's going on.
