Um, you can't. Greenstone is kind of inflexible in the way it lays out
document pages at the moment. The DocumentButtons format option allows you
to change the order of the buttons, prevent some from being displayed etc.
but there's no way to move them around. The best you can do is to set
DocumentButtons to "" then attempt to recreate them yourself with HTML
within the DocumentText format string.

Embarrasing admission number 2: DocumentArrowsBottom is broken and has been
for a long, long time. In fact, I don't think it was ever implemented, we
just added the format statement in anticipation of implementing it. I did
write some code to make this work for a customized Greenstone installation I
was working on. I'll try to remember to add it to the standard distribution
before the next release.
