chmod is a UNIX (*NIX) command that changes the permissions on a file or
directory. The Windows equivalent is to right-mouse click on the
folder, select properties, select security and give Read and Write
permissions to the "Everyone" user. It is only slightly more secure to
give the permissions to the user that your webserver is running against
that virtual directory (typically IUSR_MachineName).
