at the moment we don't want to restrict list postings to members-only,
because we quite often get unsubscribed people sending legitimate email.

We have spam-assassin installed on the list server, so most
spammy-looking emails get held for moderation by me, but a russian
spammer managed to get a couple through during our long weekend while I
was away. I've added some extra filter rules that I think will stop that
batch of them.

If (or when) spam starts getting through in larger volumes we might have
to either moderate or reject all messages from un-subscribed people, but
that will add delays or annoyances as messages wait to be moderated or
people don't realised that their message was silently dropped.

Perhaps we can afford to be stricter with the developers list than the
users list... if it becomes worse we'll consider restricting the dev
list first.
