Did you remove the archives and re-import with the new version of greenstone?
If the doc.xml files are incorrect, then this is the result of the
import process, and the build process will then use those archives.

The HTMLPlug in gsdl 2.38 and earlier had this problem in some
situations, while the version in 2.39 should always get entities right.
I tried importing your test document in 2.39 (after manually
putting the ä etc umlaut entities back in) and it all imported
and built and displayed correctly.
