ImagePlug is based on the "ImageMagick" libraries. These are
installed on pretty much all Linux systems. From the ImageMagick

ImageMagick is known to compile and run on virtually any Unix system
and Linux. It also runs under Windows 2000, Windows 95/98,
Macintosh, VMS, and OS/2. See the install guide for compiling
instructions. Pre compiled binaries are available for some of the
more popular operating systems.

This leads me to think that if you install ImageMagick on a Windows
box then you should be able to use ImagePlug there. (Specifically,
you need to be able to run the "convert" program at the command line.)

I don't use Windows, so I haven't tried this. I am CCing this message
to the Greesntone list--someone there may be able to say if it works
or not.
