Regarding this answer from Michael,

to spanish. However I do need to have the spanish version as the default with the
same format as the english style (a new opening page will be next on

Is this cgi setup the way, if so how can be done, or there is in fact an easier way
to do it?

I think you've answered your own question: you can set CGI argument defaults in the main.cfg file. For example:

cgiarg    shortname=l argdefault=es

would set the "l" variable (language) to "es" (Spanish).
