The KENGO Regional Wood Energy Programme for Africa (RWEPA) was established in 1985 with the main goal of reducing woodfuel consumption in sub-Saharan Africa through improving the efficiency of cookstoves. The Programme has the purpose of initiating Africa-wide improved stove coordination and supporting the utilisation of local personnel and expertise.
RWEPA's objectives are:
• to identify, develop, promote, disseminate and market improved cookstoves utilising local personnel and expertise
• to train groups and individuals in stove evaluation
• to carry out networking ┐activities by information exchange between local groups and individuals
• to identity local support and funding for continued stove development, improvement and marketing.
Four years later, the Programme has grown in stature and now works with organizations and agencies in the following countries: Burundi,
Ethiopia, Kenya, Madagascar, Rwanda, Somalia, Sudan, Uganda, Tanzania, Zambia and Zimbabwe. The programme has organised five workshops; three in Kenya, one in Uganda and one in Sudan; and seven exchange/training visits. And at least 50 individuals have been trained in designing, testing and producing improved stoves.
The first phase of the Programme (1985-88) was funded by USAID, while the second phase (1989-92) is funded by the Government of the Netherlands. It is expected that during the second phase, the Programme will concentrate on three main areas:
• Development of technical capability in stove technology and project management in the east and southern Africa region.
This newsletter will be the main networking tool. It will be published quarterly and will feature: important energy events happening in the region and elsewhere; fuel substitution; forthcoming events in the region; energy experts views on topical subjects; and a discussion/letters column.
RWEPA now has three key staff: Dominic Walubengo as Team Leader; Harun Baiya as Training and Human Resources Officer; and Susan Matindi as Communications Manager/Editor of RWEPA News.
Further, RWEPA has established two committees to assist in steering the Programme in the desired direction. These committees, both of them advisory, are the Planning Committee and the Technical Advisory Committee. The Planning Committee meets twice a year and has three members: Stephen Karekezi of the Foundation for Woodstove Dissemination (FWD), Executive Secretary; Gaafar El Faki All, Dissemination Manager, Sudan Renewable Energy Project (SREP); and Dominic Walubengo, RWEPA Team Leader.
The Technical Advisory Committee (TAC) which meets once a year has a larger membership: FOOD, Intermediate Technology Development Group (ITDG), KENGO, Matrix Consultants Ltd., National Cookstoves Network (NCN) of Sudan, Uganda National Energy Development Organisation (UNENDO), and the funders the Government of the Netherlands.
