(I'm just another user, but my guess is...)
check the permissions on the directory where the images are stored.
Talk to your system administrator if you don't know how to change the
permissions so that it is readable by all. The directory should be
set to readable, as should each of the image files.
If this solves the problem, then I think it's probably more a Windows
security (handcuffing) thing than a problem with Greenstone's intallation
