config.xml is automatically created in user's home directory if it doesn't
exist whenever you start gli, even non collection is opened.

Or you can try using perl script to create a collection, then test whether
gli can open it.
1. cd GSDLHOME
2. run source setup.bash
3. mkcol.pl your_collect_name
