The GEMS is currently getting a lot of work done on it, and the
documentation (as you've noticed) also needs updating. This will
hopefully done for the next release, which unfortunately might be too
late for you!
The GEMS interface is based on right-clicking over the metadata sets
tree. Right-clicking on a metadata set name, for example, will give you
options for adding new elements to it.
The other, more difficult but currently more reliable, option is to edit
the metadata set files directly. If you know a little about XML this
isn't too difficult. The metadata set files have a ".mds" suffix and are
stored in the gsdlglimetadata folder.
