Justice and national policy: whose values count?

Present the dilemma and ask participants to provide examples from their experience when they were involved in negotiating conflicting value differences between groups. What factors influenced the decision that was made? Note examples and factors on a flip chart.

If participants are unable to identify a clear example you might raise examples from Bosnia, El Salvador, Guatemala, Iraq, Sudan and other places where government policies have violated the human and civil rights of its citizens. The international community has become involved in disaster situations created by such policies, providing humanitarian assistance to displaced persons and refugees who have been dislocated.
