Military readiness vs. developing local capacities

External military forces are increasingly involved in the provision of humanitarian assistance and protection in contexts of disaster. Such forces have the training and resource capacities to provide logistical support that is often necessary. Development and utilization of civilian capacities to provide logistical support could strengthen local capacities and involve more culturally appropriate responses; however, time and resources required for such mobilization is not always feasible. Ask participants to consider the ethical issues involved in this dilemma and identify the values that they think are involved in making such a decision. List their responses on a flip chart.
