Should outside resources be sent in to a disaster area or should locally available resources be utilized?

OPTIONAL CASE STUDY. Give participants a copy of case study on the Fiji Relief Program. Ask them to break into small groups to discuss the situation. One person in the small group should read the case study and encourage participants to identify the ethical issues involved in this example.
