8.14 All emergency management arrangements and systems are developed and put into its place by the planning committee as a function of preparedness.
8.15 It is a function of response to activate and implement arrangements and systems, through prescribed emergency procedures.
8.16 Arrangements are included to ensure a smooth transition from response to recovery operations.
8.17 Prevention issues should be examined by the planning committee, with it recommendations for additional or improved arrangements being referred to the appropriate agencies.
