This Manual is based upon a draft prepared by the Canadian Department of Justice in cooperation with the Crime Prevention and Criminal Justice Branch of the Centre for Social Development and Humanitarian Affairs and with the Helsinki Institute for Crime Prevention and Control affiliated with the United Nations (HEUNI) and with support from the Canadian Department of Health and Welfare.
