International experience in changing the relationships between the public, private and community sectors has been diverse and disparate. However, recent initiatives that span policy, programme and project levels can be brought together in five components of settlements - shelter, infrastructure and transport; land; social and economic development; and finance. These are the components that have demonstrated increased efficiency and/or effectiveness in the management of settlements as a result of the decentralization, devolution or subcontracting of traditional governmental functions or the introduction of new forms of co-operation and/or partnership between the public, private and community sectors.
