The shift from measuring process to measuring change

In the case studies reviewed, there is an overemphasis on process monitoring, at the expense of looking at behaviour changes and longer-term impacts. As discussed in Chapter 2, this situation needs to change, and behaviours need to be assessed in M&E frameworks. Not all projects can attempt to measure impacts, but they should all look at what is being measured, and how new tools can be used to ensure that (i) process monitoring is done effectively, and (ii) data is produced providing evidence of change. To do this we need M&E methods, and the next chapter provides some examples to consider.
