2.4.3 Project EIA sustained by strategic EIA

Sometimes, the room for decisions is restricted by earlier decisions at national level. In that case, EIA should be applied to these strategic decisions as well. An example could be that of the policy of industrial development in rural areas. This overall policy needs to be subjected to EIA rather than examining each industrial project separately. The policy EIA may bring forth land use as well as standard mitigation guidelines which may lead to the promotion of environmentally sound individual industrial projects.
