ABOUT THE AUTHORS

John B. Horrigan is a consultant with the National Research Council's Board on Science, Technology, and Economic Policy. He has a Ph.D. in public policy from the LBJ School of Public Affairs at the University of Texas at Austin, with specializations in science and technology policy, and telecommunications policy. He also served as Press Secretary to U.S. Congressman Jake Pickle (D-Texas).

Frances H. Irwin is a Fellow in the Climate, Energy, and Pollution Program at the World Resources Institute (WRI). She manages the Electronics Leadership project and is a member of the team working on indicators of material flows. She previously directed the Pollution Prevention Program at the World Wildlife Fund and was a senior associate at The Conservation Foundation.

Elizabeth Cook is a Senior Associate in the Climate, Energy, and Pollution Program at the World Resources Institute and Team Leader of WRI's Climate Protection Initiative. She specializes in global climate change and ozone issues. Prior to joining WRI, she directed Friends of the Earth-USA's Ozone Campaign.
