ABOUT THE AUTHORS

John Ganzi is president of Environment & Finance Enterprise (E&FE), which he established in 1990. This research, training, and consulting firm focuses on environmental issues facing the financial services industry. Mr. Ganzi has taught at New York University's Management Institute and has lectured at Duke University's School of the Environment and at the University of North Carolina. Prior to founding E&FE, Mr. Ganzi spent 11 years at Citicorp, in a variety of management positions. Mr. Ganzi holds masters degrees in environmental science and in international business from New York University and the University of Michigan, respectively, and an undergraduate degree in business and government from Georgetown University.

Frances Seymour is director of the Institutions and Governance Program at the World Resources Institute. Ms. Seymour serves as director of WRI's International Financial Flows and the Environment (IFFE) project, which seeks to understand the implications of the changing landscape of development finance for the public interest community. Prior to joining WRI, Ms. Seymour served as director of Development Assistance Policy at World Wildlife Fund, with a focus on the reform of multilateral development banks. From 1987 to 1992, she was based in Indonesia with the Ford Foundation for grantmaking work related to forestry, rural poverty, and human rights. She holds a master's degree in public affairs from Princeton University and an undergraduate degree in zoology from the University of North Carolina.

Sandy Buffett serves as a project coordinator for the National Wildlife Federation with the Finance and the Environment Program, which works to influence the international activities of private financial institutions to conserve habitat and natural resources. Prior to this position, Ms. Buffett served as a consultant to the IFFE project at WRI. Ms. Buffett has a master's degree in international development from the School of International Service at American University where she wrote about economic liberalization and environmental sustainability in Vietnam.

Navroz K. Dubash is an associate in the Institutions and Governance Program at the World Resources Institute. His work explores changing patterns of development finance flows as part of WRI's IFFE project. Prior to joining WRI, he served with the Environmental Defense Fund as coordinator of the international Climate Action Network. His past research examined institutional mechanisms for development assistance related to climate change, and the implications of market-based carbon emission reduction programs for developing countries. Mr. Dubash recently completed a Ph.D. thesis on groundwater management in India, and holds a master's degree in energy and resources from the University of California, Berkeley and an undergraduate degree in public policy from Princeton University.

The World Resources Institute (WRI) is an independent center for policy research and technical assistance on global environmental and development issues. WRI's mission is to move human society to live in ways that protect Earth's environment and its capacity to provide for the needs and aspirations of current and future generations.

Because people are inspired by ideas, empowered by knowledge, and moved to change by greater understanding, the Institute provides - and helps other institutions provide - objective information and practical proposals for policy and institutional change that will foster environmentally sound, socially equitable development. WRI's particular concerns are with globally significant environmental problems and their interaction with economic development and social equity at all levels.

The Institute's current areas of work include economics, forests, biodiversity, climate change, energy, sustainable agriculture, resource and environmental information, trade, technology, national strategies for environmental and resource management, business liaison, and human health.

In all of its policy research and work with institutions, WRI tries to build bridges between ideas and action, meshing the insights of scientific research, economic and institutional analyses, and practical experience with the need for open and participatory decision-making.
