Part II of the Guidelines contains practical suggestions to equip the user to apply the theoretical information provided in Part I to the actual planning, development, and implementation of development co-operation activities related to water.

Introductory material consists of an overview of Part II; a description of Project Cycle Management (PCM), whose phases provide a time-line and project process framework in which to apply the strategic approach; and a description of EC development co-operation funding instruments.

The rest of Part II consists of chapters on each PCM phase, with checklists of key issues and potential responses, grouped according to the guiding principles and Focus Areas identified in Part I.


The application of the strategic approach entails identifying problem areas and appropriate responses at every stage of the programme process.
