Introduction

The UNESCO sponsored UNEVOC Regional Conference which ran from 11th - 15th November 1996 was hosted by the Royal Melbourne Institute of Technology.

The theme of the Regional Conference was Policy Development and Implementation of Technical and Vocational Education in Asia and the Pacific.

Topics addressed by papers presented at the Regional Conference included:

· The Role of Strategic Planning in Technical and Vocational Education (TVE). Development including the Impact of TVE on National Economic Development.

· Emerging Directions in Training of TVE Teachers and Trainers.

· Policy Development to Promote Industry/TVE Institutional Linkages.

· Development of Policies to Facilitate Articulation between TVE and other Elements of a National Education System.

· Acceptance of TVE Qualifications and Mutual Recognition of TVE Qualifications on a Regional Basis.

· Development of Policies for the Provision of Quality TVE Programs.

· The Relationship of Labour Market Planning and Research in Development of TVE Policy.

· Policy Development and Implementation to Address TVE Needs of Disadvantaged Groups.

· Policy Development to Encourage the Integration of Training in the Informal Sector to National Systems of TVE.

The Regional Conference was also supported by ACEID, the Asia and Pacific Centre for Educational Innovation for Development of the UNESCO Regional Office for Asia and the Pacific, Bangkok.

The Regional Conference incorporated segments of the UNESCO project on Emerging Directions in Training of TVE Teachers and Trainers. This project is being managed by the Canberra Institute of Technology.

Delegates to the Regional Conference came from Australia, Bangladesh, China, Fiji, India, Indonesia, Japan, Republic of Korea, Pakistan, Malaysia, Mauritius, Nepal, New Zealand, Papua New Guinea, Thailand, Vietnam as well as delegates from Africa and Europe.

A Steering Committee was established to plan and advise on the conduct of the Regional Conference, and the success of the Conference was very much a function of the input and support of Steering Committee members.

Special thanks are due to Ms Gay Townsend and Ms Diana Russell who were Conference Managers and so ably directed the administrative functions of the Regional Conference.

In addition to papers that were presented to the Regional Conference, a number of Resolutions were made and Guidelines for Policy Framework Development formulations regarding future action are included in the Conference Proceedings.

As background, the International Project on Technical and Vocational Education (UNEVOC) was launched by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) in 1992 with the goal of strengthening the development and improvement of technical and vocational education in UNESCO member states. This Regional Conference for the Asia/Pacific Region is one of a number of initiatives aimed at addressing this objective.

The objectives of UNEVOC are clustered on system development, infrastructure and information communication development program areas that focus on technical and vocational education and its relationship to the world of work.

· System Development is the area that fosters the international exchange of ideas and experiences and promotes studies on policy issues. It is devoted to the development of TVE systems.

· Infrastructure is an area which seeks to strengthen national research and development capabilities in order to improve the infrastructure of TVE.

· Information Communication Networking is aimed at increasing access to data bases and documentation and strengthening the UNEVOC network.

An Implementation Unit has been established in Berlin, Germany to assist with the design and implementation of the UNEVOC project. Many UNEVOC projects are executed by UNESCO's four Regional Offices: in Africa, the Arab States, Asia and the Pacific, and the Caribbean.

Member States have nominated relevant institution to become UNEVOC Centres to facilitate UNEVOC activities. In Australia, the UNEVOC Centres are:

· Royal Melbourne Institute of Technology
· Adelaide Institute of TAFE
