It is proposed that the structure of TVE databases and documentation Networks for the Arab States, within UNEVOC Regional, and National Networks can be implemented according to the following phases:
3.1. Phase 1: Regional and Sub-Regional Levels
Which include the establishment of TVE Databases And Documentation within certain UNEVOC Centres (Focal Points) of UNEVOC Regional Network as follows:
· UNEVOC Regional Focal Point/UNESCO Regional office for Education in the Arab States (UNEDBAS).
· One Sub-Regional Focal Point at the Asian Arab States:
(Iraq, Jordan, Lebanon, Syria, and west Bank and Gaza (Palestinian Authority))
· One Sub-Regional Focal Point at the Read Sea basin states:
(Djibouti, Egypt, Somalia, Sudan, and Yemen)
· One Sub-Regional Focal Point at the Arab Gulf States:
(Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates).
· One Sub-Regional Focal Point at the North African Arab States:
(Algeria, Libya, Mauritania, Morocco, and Tunisia.)
The North African Arab States are within the Union of Arab Maghreb Sphere, and Arab Gulf States are within the Gulf Cooperation Council Sphere.
Therefore, The proposed is identifying Four Sub-Regional Focal Points, in addition to One Regional Focal Point, see figure (3.1)
The Sub-Regional Focal Point will act as a centre for TVE-UNEVOC activities within a certain Sub-Region.
Figure (3.2) shows the linkages between the Regional, and Sub-Regional Focal Points of UNEVOC Network in the Arab States Region
Figure (3.3) shows the linkages between the Regional, Sub-Regional, and National Focal Points of UNEVOC Network in the Arab States Region
3.2. Phase 2: National Level
This could be initiated in parallel with phase 1. It includes the establishment of TVE databases and documentation, on the National level, within UNEVOC Centres/Focal Points and the Associate Centres) in Member States.
Many Member States, as well as UNEVOC Centres/Associate Centers, has such capabilities in one form or another. It is obvious that many Centres/Associate Centres lack the modern technologies and mechanisms of linkages, in particular, to main resources of data and information on TVE within the country itself. Figure (3.4) shows the proposed linkages within the network.
