Chapter 6: Technical Requirement

It is difficult to give the exact computer facilities configurations for each UNEVOC centre and associate centres. Since the exact requirements will not be available unless requirement analysis studies were performed.

As was mentioned earlier requirement analysis studies are to be performed to evaluate the computer hardware, software and equipment, communications facilities and network facilities requirements for each UNEVOC centres and the associate centres and Documentation.

The following is the suggested SCHEMA of computerization and networking facilities:

6.1. THE HARDWARE:

6.1.1. THE COMPUTER SYSTEM:

Described herein are the recommended minimum configuration, in terms of hardware characteristics, for the types of hardware required to be proposed by the supplier.

1. Fully compatible Arabization throughout the system is a main issue.

2. The computer hardware configuration and software must be within the best and latest technology standards, and shall achieve high performance to safeguard highest possible reliability.

3. All hardware must function using presently existing electrical voltage and HZ.

6.1.2. Database Server

Should have at a minimum the following characteristics:

· INTEL PENTIUM processor

· Speed Minimum (120 MHZ).

· Integrated Math co-processor.

· Software BIOS setup included.

· Processor fan and heat-sink (Enough cooling fans and heating dissipation, designed to enable working continuously (24 hours) without overheating).

· Min. (256 KB) cache memory expandable to (512 KB).

· (64 MB) RAM expandable to min. 192 MB on motherboard.

· Min. (4 GB) formatted storage capacity distributed on:

· MINIMUM TWO (2) FAST SCSI II HD DRIVES

· available to user, And with:

· MINIMUM TWO (2) PCI FAST SCSI II CONTROLLERS,

· with Min. 10ms average access time.

· 1.2 MB 5.25” FDD.

· 1.44 MB 3.5” FDD.

· Min. (Quadruple speed) CD-ROM Min. (600 MB) drive and controller.

· FLASH BIOS

· Windows accelerated high-performance PCI local bus SVGA color graphic card with (2 MB) VRAM (expandable to (4 MB) VRAM (if available)).

· (15”) SVGA non-interlaced Monitor (.28 DOT PITCH), supports min. (1024 X 768) resolution, (72 MHZ) refresh rate.

· Enhanced Arabic/Latin (A/L) keyboard min. 101, (engraved A/L keyboard preferable).

· Min. (3 ISA) expansion slots.

· Min. (3 PCI) expansion slots, (bus mastering preferable).

· Multi-function I/O adapter with min. (2) high speed serial ports and min. (1) enhanced parallel port.

· PCI ETHERNET or NIC card, compliance with IEEE 802.3 standards and supports NOVELL, IPX, TCP/IP, WINDOWS for workgroup and other standard communication protocols, supports BNC, RJ45, UTP, (10BASE-T, 10BASE-5, 10BASE-2) interface, (supporting FIBER OPTICS connection preferable).

· Min. Midi- tower metal case.

· Computer dust cover.

· Min. 200 W Power supply.

· High resolution Microsoft serial mouse and pad.

· Case keylock (preferable).

· Standard 220 VAC/50 HZ or 110/60 HZ

· FCC certified, UL listed, and/or ISO-9000 compliant (Manufacturer validation should be enclosed, otherwise the offer will be disqualified).

· Min. (4 GB) QIC Magnetic streaming tape Unit to be connected to PCI FAST SCSI II CONTROLLER (not compressed) supported by NOVELL and SCO UNIX.

· DOS with enhanced tools (latest version, min. v.7), (ORIGINAL).

· Windows Arabic/Latin (latest version) (ORIGINAL).

· complete documentation, manuals, setup utilities.

Optional items

1. Windows for workgroup Arabic/Latin (latest version) (ORIGINAL).

2. ONE (1) 5.25” (1.3 GB) rewritable OPTICAL DRIVE and controller, (Min. 30ms average seek time if possible) supports (1.3 GB) rewritable erasable optical cartridges.

3. Supplier shall provide disk management S/W (on separate disk(s)).

4. OPTICAL DlSC(S) (CARTRIDGES):

(1.5 GB) rewritable erasable OPTICAL cartridges.

6.1.3. Computer WORKSTATIONS (Terminals/PC units):

Should have at a minimum the following characteristics:

· INTEL PENTIUM processor

· Speed Minimum (90 MHZ).

· Integrated Math co-processor.

· Software BIOS setup included.

· Processor fan and heat-sink (Enough cooling fans and heating dissipation, designed to enable working continuously (24 hours) without overheating).

· (16 MB) RAM expandable to min. 192 MB on motherboard.

6.1.4. PRINTERS:

The following are the printer specifications required:

System printer:

with (Arabic/Latin (bilingual) character set) that will run under the fully compatible Arabization at a rate of not less than 800 LPM (Draft and not fast draft, 10 CPI, 6 LPI) under ASCII character subset 64 To be used for production printing.

LASER PRINTER:

Each Should have at a minimum the following characteristics:

With (Arabic/Latin (bilingual) character set) that will run under the fully compatible Arabization (down loadable fonts).

· Enhanced high-quality min. 600 x 600 DPI or more images.

· Speed Min. 12 PPM.

· Min. 4 MB RAM expandable to Min. 20 MB.

· (OPTIONAL) Duplex printing.

· PostScript type and graphic imaging.

· Prints landscape and portrait formats.

· Not less than 45 Scalable type fonts, other type-face families can be added, type-face families can be produced in a variety of styles at any size (Min. one cartridge slot).

· Compatible with HP printers.

· Prints on paper, projector transparencies, envelops, card and other materials.

· Image printing interface.

· Supports Microsoft and NOVELL.

· Parallel and serial port.

· PCL5 Enhanced.

· Trays:

One or more A4 size.
One envelope.

· Paper handling: Manual paper envelop feed,

· All necessary toner, accessories, and cabling for installation.

· All necessary cables for installation.

COLOR INK JET PRINTERS:

Each Should have at a minimum the following characteristics:

With (Arabic/Latin (bilingual) character set) that will run under the fully compatible Arabization (down loadable fonts).

· Enhanced high-quality min. 600 x 300 DPI (B/W).

· Speed not less than 6 PPM (B/W).

· Min. 2 MB RAM, expandable.

· (OPTIONAL) PostScript type and graphic imaging.

· Prints landscape and portrait formats.

· Not less than 25 type-face are supplied, other families can be added, type face-families can be produced in a variety of styles at any size.

· Compatible with HP ink jet printers.

· Prints on regular paper, projector transparencies, envelops, card and other materials.

· Image printing interface.

· Supports Microsoft and NOVELL.

· Parallel port, (serial port preferable).

· Min. PCLLEVEL 3.

· Trays:

One or more A4 size.
One envelope.

· Paper handling: Manual paper envelop feed,

· All necessary toner, accessories, and cabling for installation.

· All necessary cables for installation.

Arabization (fully compatible Arabization of printers, and PC’s and throughout the systems is a must).

6.1.5. UNINTERRUPTED POWER SUPPLY (UPS)

Should have at a minimum the following characteristics:

· On-line UPS.

· Surge suppression, spike and noise filtering, controlled diagnostics and pure sin wave output.

· Related power: (KVA suitable for the Server, Min. 1.5 KVA).

· Very low noise level.

· Input voltage 220+/-10%

· Output voltage 220 +/- 2%

· Frequency 50 HZ +/- 0.2%

· Internal battery

· Sealed lead acid

· Reserve time 10 minutes

· Cabling, ducting, and power outlet

6.1.6. COMMUNICATIONS:

APPLICABLE FOR NOVELL LAN or SCO UNIX or UNIX based

· Full installation and successful operation of the main system SERVERS (Two LAN networks connected and communicating with each other, a LAN for each server) directly and/or through (LAN) local area network (ETHERNET) is required (Two LAN networks).

· All workstations (PC’s), laser printers, etc... shall be connected to the main system Servers directly and/or through the communication network.

· All needed cable (quote price per meter), connectors, transceivers, terminators, repeaters, and the LAN accessories.

· Network software should be in accordance with a standard industry latest communication software and protocols such as TCP/IP protocol, OSI, X.25 etc...

· Availability of synchronous lines and router, in order of future connection to other computer systems.

· Necessary software drives, communication protocols to communicate with different systems should be included and priced separately.

· Any PC on LAN can run through the LAN, Transfer data between PC and main system SERVERS and can switch between PC and main system server through hot key.

6.1.7. NETWORKING SYSTEM:

Should have at a minimum the following characteristics:

· 10base-T ether twist hub (Give minimum number of ports required).

· BNC port, AUI port, RS 232C console port and Min.(number of ports) twisted-pair ports (10 base-2, 10 base-5, Fiber optics, Twisted-pair RJ-45).

· Supports Multi-level security (preferable).

· Autosegmentation of ports.

· SNMP-IP and/or SNMP-IPX network management.

· Meets IEEE 802.3 10 base-t specification.

· Required UTPs - 10base-T required UTP cable. (please quote price per meter)

· Up to 100 MBS.

· Required Backbone: Thin backbone between hubs.

· Required RJ-45 outlet

· Required RJ-45 connectors (Matching the UTP cable). (please quote price per unit)

· All ETHERNET station adapters required to connect the PC’s indicated in this specification (Two of them to be used as a servers).

· All the hardware equipment (Connectors, transceivers, terminators, repeaters, and the LAN accessories for local sights) and software needed to make sure both of the network systems are working in efficient and effective fashion according to standards, and a failure of a station should not fail any of the LAN systems.

6.2. THE SOFTWARE:

UNEVOC will only accept to sign licenses for all original software with the mother companies/original owners (each original software package with its mother company/original owner).

Performance bond of total hardware and software cost will not be released if the original licenses are not signed to UNEVOC by the mother companies/original owners for each original software package.

Each original license shall include the original version, all updating and new releases of the software, and shall be distributed to UNEVOC directly from the mother company on original media, Documentation and manuals also.

Training and support of each package may be delegated to the local supplier by the mother company. The mother company will be responsible to make these services and resources available to UNEVOC at the right quantity and at any time, and that the local supplier provides these services with deep and full knowledge about each package.

The following paragraphs describe the system software required. It is not necessary that the functions be provided as currently grouped together. Functions may, at the Supplier’s option, be combined into fewer packages or expanded into additional packages.

The Supplier shall state clearly, and for each software package quoted, that the above conditions will be met (software package quoted which do not state this explicitly will not be considered) support the proposed system software for the life of the contract and extensions thereof.

All costs associated with the proposed system software shall be quoted separately.

6.2.1. ASSORTED SOFTWARE PACKAGES:

ALL ORIGINAL SOFTWARE, LATEST VERSION.

· MS OFFICE (Arabic/Latin).

· WORDOPERFECTE

· Statistical software package.

· 3D STUDIO.

· Courseware developing authoring system, to be used to develop TVE and training courseware (Arabic/Latin).

· Others (will be specified as needed as a result of the requirement analyses study).

6.2.2. NETWARE SYSTEMS:

The following is a model of the networking software to connect the computers and peripherals. The proposed network software shall be able to handle a minimum of (give number of users) users, and shall be able to handle any future expansions. Give the following LAN solution:

Advanced NOVELL 386 (original package) (latest version) (Min. VER. 4.X).

· Runs under MS-WINDOWS.

· Emphases on security software and its levels.

· Software security levels support.

· Multiple-print server support.

· Multiple-file server support.

· Multi-user file-sharing with record-lock support.

· File transfer, application sharing and data exchange support.

· Monitoring and controlling hubs.

· draws automatically with NETWARE SNMP-IP and/or SNMP-IPX/IP support the present network map, and sensing all the presently connected peripherals to the network.

· NETWARE SQL by NOVELL.

Optional items (Networking software):

NETWARE asynchronous remote bridge by NOVELL.
XQL by NOVELL.
BTRIEVE by NOVELL.
XTRIEVE PLUS by NOVELL.
Close up LAN, the network remote.

6.2.3. Relational Data Base Management System:

· Give required number of full development users original license is required.

· Give required number of run-time users original license is required.

· Standard features offered, as options, additional features and word-processing capabilities and spreadsheet capabilities.

The following is a general RDBMS specifications:

· A viable Relational Data Base Management Systems (RDBMS) with the following specifications shall be utilized to reestablish existing Database Systems and their Modules on the specified herein hardware.

· It shall produce versatile modules of the systems that shall live through any possible future hardware configuration upgrade that may occur. Their structure and functionality shall not be effected by any possible future Upward migration, nor shall the validity or structure of their entered and stored data be effected.

· It should be well established and functioning at computer sites internationally (submit mother company original documentation) and should have qualified and well experienced local dealership or local supplier that can offer dependable and full system support services.

· The RDBMS should be independent of the computer hardware.

· platform, environment, or make (Microcomputer, Mini or Mainframe) Portable. (of course each make and platform will have its tailored version of the RDBMS).

· It shall function in shared mode, and shall perform as distributed database management system.

· It shall interface with user programs and shall have a screen formatting utility, a query language for on-line access and report-writer for generating reports from data base files. In addition, the RDBMS shall include the following:

· It shall incorporates data file management techniques and interfaces with the operating system software. It shall be capable of relieving the applications concerned from the overall organization, security, structure and maintenance of the database.

· Processing Modes - the RDBMS shall be capable of executing updates and retrievals in interactive, batch and remote batch modes concurrently

· Client-server environment.

· Data security

· Data integrity

· Data consistency

· Automatic recovery

· Data manipulation utilities which shall include facilities to extract data from data base files to be used by other programs, and to store data created by other programs into data base files.

· Before and after journalling.

· Bilingual (Arabic/Latin) (fully compatible Arabization throughout the system).

· Multi-host communication.

· WINDOWS programming using GUI.

6.2.4. DOCUMENT MANAGEMENT SOFTWARE:

A viable Document Management software with the following properties shall be utilized at CSPD:

Open, portable NETWORK Multi-user access and retrieval Document Management software.

FEATURES:

· Bilingual (true, Full Arabization, Instructions and data).

· Support Industry Standard Formats TIFF, CCITT G3 and G4.

· Supports a wide range of peripherals, give details.

· Data object independence, give details.

· Imaging S/W Should be capable of being open, Portable across multiple Vendors hardware, database Independence, O.S., and scalable, give details.

· Advanced Document management system administration facilities using GUI, POP-UP menus, etc... give details.

· Advanced document file management, Jukebox management (Physical storage management) give details.

· Database hierarchy/structure:

· Cabinet, drawer, folder, document group, page, give details.

· IMPORTANT: Full system integration (imaging and main stream database ORACLE).

· Simultaneous access to both data and document (both through RDBMS and through DMS).

· Image viewing and windowing (both through RDBMS and through DMS).

· Application interface to imaging services:

· The imaging S/W should determine exactly what imaging I/O services can be access from an application (i.e. Fax, OCR, BAR CODING, Signature verification, etc) give details.

· Interface capabilities with office automation, database, data communications, give details.

· Built in annotation including free hand annotation, (optional: sound annotation), stamps, and text highlighting features, give details.

· Compression/decompression S/W facilities (Hardware independent), give details.

· Image Indexing and database integration. (Image storage and relationship management (create maintain and manipulate indexes to image documents).

· Flexible Indexing and classification Methods, give details.

· User defined indexing and reporting management features, give details.

· Full backup and recovery procedures, give details.

· Single/batch processing and indexing procedures, give details.

· Multi-user access and retrieval (directly or through database query), and distributed image storage.

· Image manipulation: Some of the document image retrieval and manipulation functions required are:

· Optimal processing, access and retrieval speed.

· Monitoring key activities, performance levels, turnaround time, etc...

· Complete software application system security, and their levels, give details.

· On-line help systems that covers all user and S/W module (functions) options, give details.

· Scalable to add (install) new S/W modules to run under its full control, give details.

· Integrity, accuracy, availability.

· Image classification and retention scheduling, give details.

· Workflow and routing (Arabized Workflow and Graphical workflow definer is needed) (could be independent workflow system integrated with the main imaging system and have the capabilities to enable and manage the flow of documents as they are processed, shared, manipulated, followed-up and compiled) some of its features are: give details

· Document routing (according to priority ordering) through the proper CSPD offices to its final destination, (follow the document progress from its entry into the system, through its movement between CSPD departments to its final destination and status).

· Setting up a flowchart of (Graphical workflow definer):

Document flow, routing, Parallel routing,

Persons involved,
Actions to be taken,
Audit trials,
Time duration,
etc...,

· The flowchart is set through the workflow software as an actual flowchart (object oriented software) that could be drawn, updated and retrieved through the monitor screen.

· End of period (day/ week/ month/etc..) statistical reports that would indicate bottle-necks, procedures irregularities, etc..., to enhance the management of document and its administration.

6.3. Optional Technology:

6.3.1. IMAGE SCANNER:

Should have at a minimum the following characteristics:

It should support the following formats:

· TIFF (Tag Image File Format, B/W. Grayscale. Pseudocolor and true color images, stored in uncompressed and compressed formats.)

· RLC (Run-Length Compressed, Monochrome images.)

· Paper size A4/A3.

· Flatbed.

· Resolution Min. 400 DPI.

· Min. 20 p/m speed (Min. 200 DPI A4).

· Automatic sheet feeder Min. 50 page capacity.

· Compatible with the hardware configuration interface.

· PC interface kit.

6.3.2. IMAGE SCANNER:

Should have at a minimum the following characteristics:

· Paper size A4.
· Flatbed.
· Resolution Min. 400 DPI.
· Min. 10 p/m speed.
· Automatic sheet feeder Min. 10 page capacity.
· PC interface kit.
