The Amazon Cooperation Treaty and its Perspectives

What should Countries Party to the ACT do as they are confronted by the new intemational environment caused by globalization and interdependence?

The immediate answer is: point to the consolidation and reinforcement of the institutions whose tasks are related to the development of the Amazon Region.

Since the beginning, the Countries Party to the ACT have the task of completing the design and parameters of what shall constitute the core institution of the Treaty: the Permanent Secretariat. This will be the body that will institutionalize the actions of the ACT and be sufficiently flexible to dynamize relationships with other leading intemational figures.

As a consequence of the new perspectives offered by the international scene, the Countries Party to the ACT require a funding mechanism that can confer greater autonomy for the execution of projects and enable larger scale actions to be carried out.

As a result of its present status, the Treaty should take care of the interest of the Countries Party to the ACT by suggesting new and urgent paths for future endeavors, in the areas where it is important for the Treaty to penetrate to greater depths.

Furthermore, the fruitful and new pace at which ACT is linking with international funding agencies has given rise to the fact that the GEF and other international organizations have shown keen interest in sponsoring new projects, the definition and scope of which will also be a priority task in the search for a human and sustainable development of the Amazon Region.
