111.3 AGRICULTURAL AND ECONOMIC DEVELOPMENT ANALYSIS DIVISION (ESA)

    The Division is the focal point for FAO's economic research and policy analysis for world food security and sustainable development. In cooperation with academy and research institutions, it contributes to the generation of knowledge and evolution of scientific thought in economic, agricultural and social development issues; develops frameworks and methodologies to guide policy, programme and project assistance; ensures multidisciplinary integration of cross sectoral issues including environment, sustainability, nutrition, food security and gender in the analysis of agricultural sector policies, the economic environment and regional integration. The Division focuses on analysis of agricultural and rural development programmes and projects, agriculture in the overall economic development process, comparative studies on agricultural development at country and regional levels, and world food security. Findings are published in the State of Food and Agriculture and other appropriate outlets. The Division services one standing committee of the FAO Council: the Committee on World Food Security.

.33 Office of the Director (ESAD)

.331 Activities

    (i) Advises the Assistant Director-General, ES, and regional representatives in matters relating to the Division's fields of activity.
    (ii) Ensures liaison and coordination with, and supplies information, guidelines and support to FAO Members, UN and specialized agencies, other global, regional and national bodies and various segments of the Organization, including regional and sub-regional offices.
    (iii) Exercises overall management responsibility including planning, supervising and ensuring the implementation of the approved Programme of Work and Budget (PWB) in the Division's field of competence. Provides budgetary and administrative oversight, supervising staff, and coordination with other concerned units of FAO.
    (iv) Coordinates the planning of the Division's programme of work and ensures its technical quality and implementation through staff and non-staff resources at all locations (Headquarters and decentralized offices) .
    (v) Ensures the appraisal of the Division's field projects, the identification of programmes and projects and the provision of specialized support, on request from Technical Cooperation Department (TC) , in the formulation or implementation of projects. It also ensures the technical quality of the Division's field programme to an acceptable standard, through the appraisal of project documents and clearance of technical and terminal reports. Provides technical support to the World Food Programme (WFP) projects, when applicable.
    (vi) Develops and provides technical guidance and support to special action programmes.
    (vii) Provides advice, assistance and support to governmental policies and strategies in collaboration with the Policy Assistance Division (TCA) and the regional policy assistance groups.
    (viii) Provides leadership, coordination or assistance, as required, to UN and specialized agencies, and other global, regional and national bodies in its fields of activity.
    (ix) Promotes and coordinates actions in the divisional field of activity through collaboration efforts including Technical Cooperation among Developing Countries (TCDC) .
    (x) Represents the Organization at technical and inter-agency meetings in the Division's fields of activity.

.34 Comparative Agricultural Development Service (ESAC)

    The Service analyzes the trends, patterns, and prospects for agricultural and rural development at global, regional and country levels, and draws policy-related lessons from comparative analyses of development experiences, both on a geographic and historical basis.

.342 Activities

    (i) Conducts research and comparative analysis of development experiences at the regional and country levels with particular focus on policies underlying economic and agricultural performance.
    (ii) Prepares analyses and reports on the state of food and agriculture so as to inform the general public and provide a factual basis and forward-looking perspective for policy decisions by FAO governing bodies and FAO Members.
    (iii) Provides substantive support to other technical units in FAO, including TC, for the integration of trends, patterns and prospects in agricultural and rural development policies and programmes.
    (iv) Prepares the Director-General's annual report on "The State of Food and Agriculture".

.35 Agricultural Sector in Economic Development Service (ESAE)

    The Service prepares analyses and reports on economic development issues, especially as they relate to agriculture and the rural economy; the interactions among agriculture, the macro-economy, other economic sectors, and the natural and social environments; and the role of agriculture in overall economic and social development, so as to provide the analytical background for guiding the Organization's activities in these areas.

    .352 Activities

    (i) Advances the knowledge of the relationship between the agricultural sector and the other economic sectors (secondary and tertiary) , in particular the impact of trade, fiscal and monetary policies on the development of the agricultural economy.
    (ii) Produces analytical studies on the effects of macroeconomic and structural adjustment policies on the agricultural and rural sectors, in particular their effects on rural communities and rural poverty.
    (iii) Cooperates with other divisions within and outside the ES Department including TC, for the establishment of joint activities and programmes to address the needs of the Organization for analyses of issues relevant to the Service's areas of activity.
    (iv) Cooperates with academic and research institutions and other external bodies, for the exchange of information and experiences related to the Service's areas of activity and represents the Organization in professional meetings and conferences related to the Service's subject matter areas.

.36 Food Security and Agricultural Projects Analysis Service (ESAF)

The Service analyzes food security and food aid policies, services the Committee on World Food Security, and carries out conceptual and methodological work on the formulation of comprehensive national and sub-regional food security programmes, identification and characterization of population groups vulnerable to food insecurity, design and management of national and sub-regional food security information systems, formulation of national disaster and drought preparedness plans, and estimation of optimum national food security stocks and management procedures. The Service also develops and updates appropriate methodologies, techniques and guidelines for programme and project analysis for all phases of the project cycle, to be applied in FAO's field programme, with emphasis on addressing economic, social and environmental concerns within the overall policy context of the country.

.362 Activities

    (i) Provides secretariat services and prepares documents for the Committee on World Food Security.
    (ii) Develops new methodological tools for the assessment of the food security situation in accordance with the broadened concept of food security.
    (iii) Analyzes food security and food aid programmes and policies, and contributes to the assessment of the world food security situation in light of this analysis.
    (iv) Ensures a food security focus in the Organization's work at both Headquarters and regional and country offices through analytical and methodological work on the application of the broadened concept of food security as a framework of analysis, and the development of guidelines and manuals for the Special Programme on Food Production in Support of Food Security.
    (v) Maintains professional contact with other international organizations and academic institutions working on food security to keep up with new developments in concepts and methodologies.
    (vi) Develops conceptual frameworks and methodologies in the form of guidelines for programme and project analysis to incorporate economic, social, environmental, nutrition, food security and sustainability objectives into projects and programmes.
    (vii) Conducts studies to ensure better integration of concepts related to social welfare, environment, sustainability, nutrition, food security in the analysis of agricultural projects and sector policies.
    (viii) Provides substantive support to other technical units in FAO for the integration of economic, social, environmental, nutrition, food security and sustainability objectives into the policy formulation and analysis process of programmes and projects.
    (ix) Cooperates with academic and research institutions and other external bodies, for the exchange of information and experience related to the Service's areas of activity and represents the Organization in professional meetings and conferences related to the Service's subject matter areas.
