The Conference met in Panama City, Republic of Panama, on 16 and 17 July 1985, and adopted the Protocol to Amend the Agreement for the Establishment of a Regional Centre on Agrarian Reform and Rural Development of Latin America and the Caribbean.
In accordance with Article II of the Protocol, the seat of the Centre is to be the Dominican Republic, unless that State has not deposited an instrument of ratification or accession in respect of the Protocol on the date of its entry into force. In which case, the Governing Council shall determine the seat of the Centre.
In accordance with paragraph 2, Article IV, the Protocol was open for signature on 17 and 18 July 1985 in Panama City, and remains open for signature at FAO Headquarters in Rome.
