Its likely that you need to set whatever user apache runs under on your
machine permissions to run the cgi executable (library). I'm not sure if
this will fix your problem but it may help to fix your problem.
Try the following commands:
chmod a+rx /home (should be unnecessary, /home should already have the right
chmod a+rx /home/uriweb
chmod a+rx /home/uriweb/gsdl
chmod a+rx /home/uriweb/gsdl/cgi-bin
chmod a+rx /home/uriweb/gsdl/cgi-bin/library
