1. Are you having problems installing Greenstone (from which CD?) or running the Local Library once Greenstone is installed? The installation process shouldn't care about your proxy settings.
2. You should use the Greenstone Librarian Interface (GLI) to do this. It is very simple: just go to File -> Export to CD-ROM and choose the collections you want. There is some documentation available by going to the Help menu and choosing "Miscellaneous", then "Exporting Collections to CD-ROM". (Note: you need to have the "Export to CD-ROM" package installed. This will be on your CD, and might have been installed by default).
