Hi,
I believe that the windows local library only checks and loads config
files etc once, when it loads, so you need to restart the local library
server to re-read in changed files, new collections, etc.

If you plan on serving greenstone pages to machines other than the
computer it is running on, you are probably better off serving
greenstone via a "proper" web server such as apache, as discussed in the
documentation.
