I experienced the same problem on my development server which is also
running on Ubuntu

I was able to fix it by setting the Java CLASSPATH on /etc/environment

to check if Java CLASSPATH is set run this on a terminal
sudo echo $CLASSPATH
it should show a result like

If there is no result with that command it means Java CLASSPATH is not set

edit /etc/environment
sudo nano /etc/environment

here is my /etc/environment

I hope this helps
