I can't think of any better place to put css and other similar files than in
the images folders as you're doing. It allows you to use the /gsdl/web/images macro
to link to them and is guaranteed to be web accessible. My only regret is
that these folders are called "images" and not something else (though I'm
not sure what that something should be). That's perhaps something for the
Greenstone 3 developer's to keep in mind.
