I am running Greenstone with IIS (Windows 2000 Advanced Server) and got
the same error. I checked and re-checked everything but couldn't find
anything wrong, until I moved gsdlsite.cfg one level up (from
gsdl/cgi-bin to gsdl). After that everything worked fine.

I checked, but the gsdlsite.cfg file is on your right place - in the
same
directory as the library executable file.

I thought that was something about security on the web server. I
contacted
for support the administrators of the web server (windows), but they
didn`t
solve the problem yet. At the last, they asked me for "the data of
MIME
types for the cfg.files".
I don`t know what that exactly means. Could you help me?
