Yes, you can explode on the command line. You run the
explode_metadata_database.pl script.

Running it with -h will give you a list of options.

The basic usage is like

perl -S explode_metadata_database.pl -plugin BibTexPlugin -metadata_set
dc full/path/to/file.bib

There are options for downloading source files too.
