Would such records be visible to and accessible through Google searches?

I'm pretty sure they would, I think the main requirement is that they are linked to on a page that the google spider can discover. 

We definitely would want to serve the records via OAI-PMH, but we don't want
to limit our users to that form of acess, or even to their having to come to
our site to browse or do a search, so Google accessibility would be a major
plus for us.
