Hi Diego

We made it a .in file so that during configuration we can do some
replacements and create the .cfg file. However, this step of copying
.cfg.in to .cfg was erroneously missed in the windows release kit.
We have fixed it now (oran?) so the .cfg file should be there in the
proper 2.82 release.
