Every plugin (from Greenstone v2.53) has the "-associate_ext" option
which allows documents with the same root filename but different
extensions to be associated together as one document. I've never used
this option but I think you configure one plugin (for a file format
where the document always exists) to associate the other possible file
formats, eg:

plugin HTMLPlug -associate_ext doc,pdf

In this case you would assign all manual metadata to the HTML file, and
also remove WordPlug and PDFPlug.

There might be some extra steps required to get this working exactly as
you want but this should get you started.
