Greenstone has a DBPlug plugin which uses Perl's "DBI" stuff.
There are DBI backends for all sorts of databases, including a backend
for reading data from an excel file. I have no idea if it has
been ported to activestate's windows version of perl, but in debian
linux you can install the 'libdbd-excel-perl' package.

There is a sample DBPlug configuration file in the $GSDLHOME/etc/packages
